How we ranked them

We looked at what matters most to a brand launching or moving a product line, weighted toward growing brands rather than global conglomerates:

  • One roof

Formulation, production, filling, testing and shipping in one place, so there are fewer hand-offs.

  • Range

How many product types and package formats the facility can run.

  • Compliance

FDA registration, cGMP manufacturing and OTC capability.

  • Access for growing brands

Realistic minimums, stock formulas and clear pricing.

  • Speed to market

Sample and production timelines, and fulfillment for marketplaces.

The right partner depends on your product. A brand making an aerosol drug product has different needs from a TikTok Shop brand launching a serum, so each entry says who that manufacturer suits best.

How to choose a contract manufacturer

Start from your product, not the manufacturer. Decide three things first:

  1. 1. Stock or custom formula

Private label means starting from a proven stock formula and adding your label, which is faster and cheaper. Custom formulation means a chemist builds a new formula for you, which takes months of samples and testing.

  2. 2. Cosmetic or OTC

Sunscreens, acne treatments and antiperspirants are regulated as over-the-counter drugs in the US. Make sure the manufacturer is set up for OTC production if your product needs it.

  3. 3. Where you sell

Retailers, Amazon and TikTok Shop each have their own requirements for documents, labels and shipping. A manufacturer that also handles fulfillment for those channels removes a step.

Then shortlist two or three manufacturers that fit, request samples, and compare total cost per unit, not just the formula price: packaging, filling, testing, freight and fulfillment all add up.

Questions to ask before you sign

  • Is the facility FDA-registered and cGMP compliant? Can I see recent audit results?
  • What is the minimum order per product, and does it change by package size?
  • How long do samples take, and how long does production take after approval?
  • Who owns the formula, and what happens if I move production elsewhere?
  • Which tests are included (stability, microbiology, packaging compatibility), and which cost extra?
  • Do you source packaging, or do I supply it?
  • Can you produce OTC products if I need them later?
  • Do you offer fulfillment, and does it connect to the marketplaces I sell on?
  • What are the payment terms, deposit and storage fees?

Frequently asked questions

What is a contract manufacturer in beauty and personal care?

A contract manufacturer produces skincare, haircare, body care or cosmetic products that another company sells under its own brand. Many also formulate, source packaging, test and ship, so a brand can launch without owning a factory.

What is the difference between private label and custom formulation?

Private label uses a manufacturer's existing, tested formula with your branding, which is the fastest way to launch. Custom formulation creates a new formula to your brief, which takes longer and costs more but gives you a product no one else sells.

What minimum order should I expect?

Minimums vary widely by manufacturer, product and package. Full-scale contract manufacturers commonly start in the thousands of units per product; Cosmetic Makers, for example, starts at 5,000 units. Always confirm minimums in writing before sampling.

How long does it take to launch a product with a contract manufacturer?

With a stock formula, the main timeline is packaging and production. A custom formula adds sampling and testing first. At Cosmetic Makers, custom samples take 8 to 14 weeks depending on complexity, and production takes 8 to 12 weeks after samples are approved.

Which contract manufacturers work with TikTok Shop and Amazon brands?

Any manufacturer can make products sold on marketplaces, but few are set up for them. Cosmetic Makers is an official TikTok Shop partner and an official Amazon partner, with fulfillment connected to both in the same facility.

Should I choose a US contract manufacturer or one overseas?

US manufacturers make it easier to visit the facility, meet FDA requirements, keep shipping times short and sell products as made in the USA. Overseas manufacturing can cost less per unit but adds freight, duties, longer lead times and harder quality checks.
